Microsoft co-founder and philanthropist Bill Gates has issued a stark warning about the potential dangers of artificial intelligence, saying advanced AI tools could be powerful enough to drive events resulting in up to one billion deaths if they are misused by people with malicious intentions.

Bill Gates made the warning during an interview with NBC’s Meet the Press, where he argued that governments and law enforcement agencies need to become more involved in overseeing the development of increasingly powerful AI systems.

His comments come amid growing international debate over how governments, technology companies and regulators should respond to the rapid development of advanced artificial intelligence.

During the interview, Gates argued that voluntary safeguards implemented by AI companies would not be sufficient to address the potential risks associated with the technology.

He said lawmakers and law enforcement agencies should be involved in determining what safeguards and monitoring systems should be required.

According to Gates, regulation would create some additional costs for the technology industry, but he does not believe it would necessarily stop companies from continuing to develop AI.

His position is that safety requirements should become a mandatory part of the development of increasingly capable AI systems.

‘A Billion Deaths’ Warning

Gates’ most striking comment concerned the possibility of advanced AI being used by people with harmful intentions.

He said AI is “certainly powerful enough” to drive events that could cause a billion deaths, while emphasising the combination of advanced technology and malicious actors.

Gates also described the potential combination as unlike previous weapons because of the capabilities that increasingly sophisticated AI tools could place in the hands of people seeking to cause harm.

Importantly, Gates was discussing a potential scenario involving misuse of AI, rather than predicting that AI will inevitably kill one billion people.

His warning reflects a broader concern among some technology leaders that increasingly capable AI systems could amplify the ability of individuals or organisations to carry out harmful activities.

Gates Rejects the Idea That a ‘Kill Switch’ Is Enough

Bill Gates was also asked about the idea of creating a technological “kill switch” that could shut down an AI system if it became too powerful or dangerous.

He argued that such a mechanism alone would not adequately address the wider risks.

Gates noted that current AI systems have not reached the point where they can independently take control of computers and prevent themselves from being shut down.

For him, the larger issue is how AI is developed, monitored and potentially misused before such extreme scenarios ever arise.

AI Regulation Debate Intensifies

Bill Gates’ comments come at a time when policymakers and technology executives are debating how much oversight should be placed on advanced AI.

Anthropic CEO Dario Amodei has also called for stronger safeguards around frontier AI systems, while other technology leaders have publicly discussed the potential risks associated with increasingly capable models.

The debate is not simply about whether AI should continue to develop. It also concerns how companies can build and deploy increasingly powerful systems while reducing the possibility of misuse and catastrophic consequences.

Gates has increasingly spoken about those risks despite maintaining a generally optimistic view of technology.

In an essay published in August 2026, he warned that the rapid development of AI could create major social and economic disruption if governments and institutions fail to prepare adequately.

Gates Still Sees Potential in AI

Despite his warnings, Bill Gates has not presented AI solely as a threat.

His concerns centre largely on how the technology is developed and used.

AI has already demonstrated potential applications across areas such as healthcare, education, scientific research and productivity. At the same time, the increasing capabilities of advanced systems have raised questions about cybersecurity, misinformation, biological risks and other forms of misuse.

For Gates, the challenge is therefore finding ways to preserve the benefits of AI while putting safeguards in place to address its most serious potential dangers.

He believes government involvement will be necessary to achieve that balance.

A Warning as AI Development Accelerates

Bill Gates’ latest comments add his voice to an increasingly prominent debate about the future of artificial intelligence.

His central message is that the technology is becoming powerful enough that governments cannot leave safety entirely to voluntary industry commitments.

Whether policymakers ultimately adopt the type of mandatory safeguards Gates is calling for remains part of the wider global debate over AI regulation.

For now, his warning is clear: advanced AI could become extraordinarily powerful when placed in the hands of people determined to cause harm, and Gates believes stronger monitoring and safeguards should be established before the technology becomes even more capable.
