US First Lady Melania Trump has helped secure a temporary ceasefire between Russia and Ukraine in the Russian-controlled Ukrainian city of Oleshky, in a move aimed at allowing humanitarian aid to reach residents and helping vulnerable civilians evacuate safely.

The White House announced the agreement on Friday, October 23, 2026, saying the localised ceasefire is scheduled to begin on October 29. The arrangement is intended to temporarily halt military action in the city and establish a safe passage for civilians who want to leave.

According to the official White House announcement, Melania and her representative worked directly with Russian and Ukrainian leadership to establish the terms of the arrangement.

The development comes as the war between Russia and Ukraine continues into its fourth year, following Russia’s full-scale invasion of Ukraine in February 2022.

The ceasefire is limited to Oleshky and does not represent a broader peace agreement between the two countries.

Here are five key facts about the agreement and the humanitarian crisis facing the city.

1. Melania Trump Helped Broker a Localised Ceasefire

The White House said Melania Trump initiated discussions with Russian and Ukrainian representatives after learning about the deteriorating humanitarian situation in Oleshky.

Her team worked with both sides to coordinate the objectives, procedures and timing of the proposed ceasefire.

In her statement, Melania described the city’s circumstances as dire, explaining that residents urgently needed medical attention, medicine, food and clean water.

“It was abundantly clear that without my intervention, the possibility to bring humanitarian aid into the city and to evacuate the elderly would be impossible,” she said.

The announcement represents an unusual diplomatic intervention by the US first lady, who has previously focused on efforts to reunite Ukrainian children separated from their families during the war.

Reuters reported on the agreement, confirming that the planned pause in fighting is intended to support humanitarian assistance and civilian evacuation.

2. The Ceasefire Is Scheduled to Begin on October 29

The temporary ceasefire is scheduled to begin on Thursday, October 29, according to the White House.

During the arrangement, non-military representatives from Russia and Ukraine are expected to visit residents in their homes, assess their needs and coordinate assistance.

Civilians who want to leave will be offered transportation to their preferred destination, with the plan allowing for evacuation towards either Russian-controlled or Ukrainian-controlled territory.

The White House also said an American media organisation would accompany the teams to document the process and help ensure families’ wishes are respected.

However, the safe passage operation will depend on coordination between the parties and the security conditions on the ground.

The Associated Press report noted that Ukrainian human rights ombudsman Dmytro Lubinets welcomed Melania’s involvement but warned that implementing the evacuation would be extremely challenging.

The arrangement is therefore a significant humanitarian development, but its success will depend on whether civilians can actually access safe routes and receive the promised assistance.

3. Oleshky Has Fewer Than 2,000 Residents Left

Oleshky, located in southern Ukraine across the Dnipro River from Kherson, had a pre-war population of approximately 24,000 people.

The White House estimates that between 1,700 and 2,000 residents remain, most of them elderly people who have been unable to leave. Around 50 children are also believed to remain in the city.

The population has fallen dramatically as residents have been displaced by fighting, destruction and dangerous living conditions.

According to the White House, approximately 90 per cent of the city’s territory was flooded following the destruction of the Kakhovka Dam in 2023.

The remaining population faces shortages of essential supplies, limited electricity, mined roads and the threat of military attacks.

The Washington Post’s coverage of the proposed ceasefire reported that humanitarian deliveries to the town have been severely constrained and that residents have struggled to obtain food.

For elderly people and families with children, access to medicine, clean water and safe transport could be critical to survival.

4. Residents Will Be Allowed to Choose Their Evacuation Destination

One of the central provisions announced by Melania Trump is that residents wishing to leave Oleshky will be transported to their preferred destination.

Some may choose to travel towards Russian-controlled areas, while others may prefer Ukrainian-controlled territory.

“Residents who wish to evacuate will receive coordinated support and transportation to their preferred destination,” Melania said.

Civilian teams are expected to assess residents’ individual needs and help coordinate the movement of those seeking assistance.

The proposed involvement of an American media organisation is intended to document the operation and provide an independent account of the process.

Nevertheless, several practical questions remain, including how long the evacuation will last, how the safety of transport routes will be verified and how residents will be protected from military threats.

The ceasefire’s announcement is an important first step, but the details of its implementation will determine how many people can benefit.

5. The Deal Comes Amid Wider Efforts to End the War

Melania Trump’s intervention comes as her husband, US President Donald Trump, continues to push for an agreement to end the conflict between Russia and Ukraine.

The president has engaged with Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy as Washington pursues diplomatic efforts to bring the war to an end.

However, the Oleshky arrangement is a limited humanitarian measure, rather than a settlement of the wider conflict.

Russia has occupied Oleshky since the early stages of its full-scale invasion in 2022. The city’s location near the front line has left civilians exposed to ongoing danger.

The Kremlin confirmed on Friday that Russia and Ukraine were working on the timing of the ceasefire’s implementation, according to Reuters.

The planned operation will now face the challenge of turning the announced agreement into safe passage for civilians and the delivery of urgently needed supplies.

What Happens Next?

The next major milestone is October 29, when the localised ceasefire is scheduled to begin.

If implemented as announced, it could provide a window for humanitarian workers to assess residents’ needs, deliver assistance and help people who wish to leave the city.

For Oleshky’s remaining elderly residents and children, the priority will be access to food, clean water, medicine and a safe route away from the fighting.

The arrangement does not end the Russia–Ukraine war, but it offers a potential opportunity to reduce immediate danger for civilians trapped in one of the conflict’s most vulnerable communities.

The international community will be watching closely to see whether the planned ceasefire holds and whether residents receive the assistance and safe passage promised.
