Canada has introduced another opportunity for foreign workers seeking permanent residence, as the province of Ontario officially opened applications for its new Workforce Priority Stream under the Ontario Immigrant Nominee Program (OINP).

The new immigration pathway, which officially began accepting applications on August 4, 2026, is expected to benefit thousands of skilled and eligible foreign workers looking to settle permanently in Canada.

The initiative represents a major overhaul of Ontario’s immigration system and provides several new options for workers, healthcare professionals and employers seeking to fill labour shortages across the province.

According to the Government of Ontario, eligible applicants can now submit an Expression of Interest (EOI) through the province’s electronic filing portal once they receive a qualifying job offer from an approved Ontario employer. Ontario launches new Workforce Priority Stream

The Workforce Priority Stream forms part of Ontario’s redesigned immigration programme following the closure of previous OINP streams in May 2026.

The province says the new system is designed to make immigration more responsive to labour market needs while creating clearer pathways for international workers.

Unlike previous programmes, applicants must first create an Expression of Interest linked to a valid employment offer submitted through the OINP Employer Portal.

Although the stream itself was announced on June 26, 2026, foreign workers only became eligible to join the selection pool after the electronic application portal officially opened this week.

Three immigration pathways available

Ontario’s new programme offers three different immigration options depending on an applicant’s occupation and qualifications.

The pathways include:

  • A Higher-Skilled Worker pathway.
  • A Lower-Skilled Worker pathway.
  • A Self-Employed Physician pathway for doctors registered to practise in Ontario and eligible to bill the province’s public healthcare system through the Ontario Health Insurance Plan (OHIP).

Officials say these pathways are intended to attract workers across multiple sectors facing labour shortages.

Healthcare professionals are expected to benefit significantly as Ontario continues addressing staffing challenges within its medical system.

New points-based ranking system

Applicants entering the Workforce Priority Stream will compete under a new points-based ranking system introduced on July 20, 2026.

Candidates with stronger profiles will receive higher rankings before invitations are issued during regular selection draws.

Expressions of Interest remain active for up to 12 months.

Candidates who do not receive an invitation within that period must submit a new application to remain eligible.

Immigration experts believe the points-based model will make the process more transparent while helping Ontario select applicants whose skills best match current workforce demands.

Deadlines after receiving invitation

Applicants who receive an invitation to apply must complete their permanent residence application within 17 calendar days.

Employers also face strict deadlines.

Businesses sponsoring foreign workers must submit approval documents for the employment position within 14 days after the invitation is issued.

Ontario officials advise both employers and applicants to prepare documents well in advance to avoid missing important deadlines.

Failure to meet the timelines could result in applications being rejected.

Faster pathway through Express Entry

Some successful applicants may also qualify under Canada’s Enhanced Provincial Nominee Program, which is connected to the federal Express Entry immigration system.

Those nominated under the Higher-Skilled Worker or Self-Employed Physician pathways could benefit from significantly faster permanent residence processing.

Successful provincial nominees will also receive an official support letter allowing them to apply for a temporary federal work permit while waiting for their permanent residence application to be finalised.

This provision enables qualified workers to begin employment in Ontario sooner rather than waiting for immigration processing to conclude.

More immigration streams coming

Ontario has confirmed that additional immigration pathways will soon be introduced under the redesigned OINP.

Upcoming streams include:

  • Priority Healthcare Worker Stream
  • Entrepreneur Stream
  • Exceptional Talent Stream

The province says these new programmes will further strengthen Ontario’s economy by attracting skilled professionals, entrepreneurs and specialised talent from around the world.

Immigration experts expect thousands of additional foreign workers to benefit once the remaining pathways become operational.

Good news for aspiring immigrants

For many international workers—including Nigerians and other Africans considering the popular “Japa” route—Ontario’s latest announcement provides another valuable opportunity to obtain Canadian permanent residence.

As labour shortages continue across several industries, Canada remains committed to welcoming skilled immigrants capable of supporting economic growth.

Applicants are encouraged to carefully review eligibility requirements before submitting their Expressions of Interest and ensure their employers meet all programme conditions.

With Ontario continuing to expand immigration opportunities through multiple new pathways, many prospective immigrants now have increased chances of building a long-term future in one of Canada’s largest and most economically vibrant provinces.
